Generation is supply. Deliverability is the constraint. The score below uses operating generation capacity per capita (EIA Form 860), but the panel beneath it shows the demand pressure and interconnection backlog that determine whether announced load can actually be served.

Supply, demand, and what's stuck in queue
The "generation capacity per capita" rank below is a backward-looking measure of installed plant. It does not capture interconnection queue position, Dominion's substation headroom, or large-load tariff status (Rider CCS, GT-1). Those signals are the binding constraints in 2025–2030.

Summer peak demand — DOM zone
No IRP load forecast ingested yet. Set DOMINION_IRP_PDF_URL to the canonical PDF URL of the latest Dominion IRP filing and trigger 'Dominion IRP load forecast' in Data Ops. The function hashes the PDF bytes and uses Gemini multimodal to extract the official load forecast table.

Tracked Virginia State Corporation Commission cases
We poll each docket page weekly and write new filings to filings_and_documents, deduped by document URL. SCC's docket viewer is partially JavaScript-rendered — when no PDF links appear in the HTML, we flag the run as partial and bump last_checked_at, rather than silently report zero filings.
