No infrastructure project succeeds without people. This page is a strategic placeholder while apprenticeship registrations, credential completions, and occupation-level wage data are ingested to deepen the current unemployment-rate proxy.
People are the rate-limiter
The challenge facing Virginia's growth industries is no longer whether jobs exist. The challenge is whether workers exist — and whether they exist in the right jurisdictions, with the right credentials, in time to build what has already been announced.
A data-center campus needs electricians, controls technicians, and critical-facilities operators. A substation needs linemen. A semiconductor line needs cleanroom techs. A rail spur needs welders. Every axis of the Capacity Report ultimately routes back through the workforce pillar.
- Are enough engineers being produced — and retained?
- Are skilled-trades pipelines sized to the announced project list?
- Can community colleges and apprenticeships scale fast enough?
- Is population growth supporting labor needs where projects are being sited?
Virginia's workforce clusters
Cyber, cloud, and critical-facilities talent is unmatched east of the Mississippi. Federal and hyperscaler demand keeps the pipeline fed.
Constraint —Housing cost pushes mid-career trades to Fredericksburg and Winchester; wage inflation on data-center construction crews.
Reynolds Community College, VCU Engineering, and the region's logistics core position it as the state's next advanced-manufacturing workforce hub.
Constraint —Depth of skilled trades still trails announced site pipeline in Chesterfield and Henrico.
Newport News Shipbuilding, Norfolk Naval, and Virginia Port Authority anchor one of the deepest heavy-industrial workforces in the country.

Interim scoring approach
The Workforce pillar currently derives from county unemployment rate (BLS LAUS) using clamp(100 − (un − 2) × 12). It is a headline availability signal, not a skills or wage measure.
The next release layers in QCEW wage data, OEWS occupation shares, VCCS credential completions, and registered-apprenticeship counts — letting the score reflect the trades that actually gate build-out, not just headline labor slack.
