Virginia's headline story is power. Its quieter story is water. In many jurisdictions, the withdrawal permit — not the substation — is emerging as the true rate-limiter on the next hyperscale campus or advanced-manufacturing site.

Virginia's water basins
Fairfax Water and Loudoun Water anchor the largest interconnected system in the state. Reliable supply, but every new hyperscale campus adds cooling and stormwater load.
Constraint —Interstate compact obligations, low-flow drought triggers, and rising reuse pressure from data-center clusters.
Strong baseline flow, Meadowville and Sandston industrial parks with direct river access, and headroom to serve AI-scale campuses.

Interim scoring approach
Until per-county industrial withdrawal data is ingested, the Water pillar uses USGS regional streamflow vs 30-day normal as a hydrologic supply proxy. Counties inherit their region's score.
The next release replaces the proxy with direct signals: Virginia DEQ withdrawal permits, VWUDS reported usage, and utility long-range supply plans — letting the score reflect actual industrial draw, not just hydrology.
