Data centers require cooling. Advanced manufacturing requires processing. Population growth requires supply. Semiconductors, batteries, hydrogen, and pharmaceuticals all require large, reliable, permittable industrial water.

Virginia's headline story is power. Its quieter story is water. In many jurisdictions, the withdrawal permit — not the substation — is emerging as the true rate-limiter on the next hyperscale campus or advanced-manufacturing site.

Interim scoring approach

Until per-county industrial withdrawal data is ingested, the Water pillar uses USGS regional streamflow vs 30-day normal as a hydrologic supply proxy. Counties inherit their region's score.

The next release replaces the proxy with direct signals: Virginia DEQ withdrawal permits, VWUDS reported usage, and utility long-range supply plans — letting the score reflect actual industrial draw, not just hydrology.
