Data-center capacity
Operational, under-construction, and announced MW by Virginia county. Generation alone is meaningless without interconnection headroom and local approval — the PJM queue and board-action panels below show whether announced load can actually be energized.
Sources: Loudoun EDA, JLL / CBRE NoVA Data Center Reports, county EDOs, operator filings, PJM Interconnection Queue, county BOS/BOCS minutes. Figures are gross utility demand (MW); IT load is approximately 60–70% of gross for modern hyperscale.

Interconnection headroom — the binding constraint
Announced data-center MW above cannot be served until generation and transmission clear PJM's queue. Median time from queue entry to in-service in the DOM zone has stretched past five years. A high announced-MW number with a constrained queue is the central paradox of the Virginia market. View source registry →

Moratoria, rezonings, and ordinance changes
Capacity is also a political question. Every entry below is a public-record vote that either expanded or restricted the runway for data-center development in Virginia. Outcome is editor-flagged.
| Date | County | Action | Title | Vote | Outcome | Provenance |
|---|---|---|---|---|---|---|
| 2024-11-19 | Stafford | sup approved | Southern Stafford DC campus SUP Approved 400-acre, ~800 MW data-center campus contingent on Dominion transmission upgrade. | 5–2 | enabler | curated |
| 2024-09-10 | Fauquier | ordinance change | Data-center zoning overlay adopted Adopted overlay limiting by-right data-center development to industrial-zoned parcels in defined corridor; SUP required elsewhere. | 4–1 | constraint | curated |
| 2024-07-09 | Fairfax | ordinance change | Data-center zoning text amendment Required SUP for all new data centers (previously by-right in I-4/I-5); height and setback standards tightened. | 8–2 | constraint | curated |
| 2024-06-04 | Loudoun | ordinance change | Performance standards for data centers (noise, design) Updated zoning ordinance to impose stricter noise, screening, and substation setback standards; existing approvals grandfathered. | 8–1 | neutral | curated |
